1. Azerbaijan-British Joint Venture "AzEuroTel" carries out the open Tender on the reconstruction and expansion of EXCHANGES- 32, 38/39, 91, 94/95 with creation of "Node" at the Baku Telephone Service Production Association under the Azerbaijan Law "About Tender" and Regulation "About the purchase of goods (works and services) by budget organizations".

2. The Tender Procedure will begin on August 22, 2000 at 11.00 a.m. at the following address: 1, B. Sardarov str., Baku, Azerbaijan, at the Conference Hall of AzEuroTel JV.

3. The Applicants proposals in 1 (one) original copy and in 3 (three) copies in double closed envelope are accepted by the Tender Commission till 6.00 p.m., 21 August 2000, at the following address: 1, B. Sardarov str., Baku, Azerbaijan, in the public relations department of AzEuroTel JV. The proposals submitted after the stated period are invalid and will not be considered.

4. The Applicants to participate in the Tender will be registered till 6.00 p.m., 08 August 2000.

5. The Applicants are to present the following documents to the organization carrying out the Tender:
5.1. Appeal to participate in the Tender.
5.2. The bank document on the payment of the participation in the Tender.

6. The Applicant is to present the following documents about himself:
6.1. Applicant's complete name, legal status, registration country and details.
6.2. Information on the work implemented by him.
6.3. The Applicant Bank statement for the last year.

7. As payment for participating in the Tender the Applicant is to transfer the sum in the amount of 7 000 (seven thousand) USD to the following account of AzEuroTel JV:

8. For participating in the Tender the Applicants can receive the collection of Conditions in the department of technical planning of AzEuroTel JV at the address 1, B.Sardarov st.

9. The applicant is to represent the Bank guarantee to the Tender Proposal within 90 bank days from the date of envelope opening. The guarantee sum of the Proposal is fixed in 150 thousand USD.

10. Name of work: "Reconstruction and expansion of Exchanges-38/39, 32, 94/95, 91 with creation of "Node" in Baku Telephone Service Production Association".

11. Volume of work:
- Exchange -38/39 - 30 000 numbers, 12630 channels;
- Exchange-32 - 20 000 numbers, 4050 channels;
- Exchange-94/95 - 25 000 numbers, 4140 channels;
- Exchange-91-10 000 numbers, 2460 channels;
- Taking into account the existing SDH network, passing to STM-16 and creating ring sites - expansion of the SDH network.

12. Information on Conducted Tender.

The Azerbaijan-British Joint Venture "AzEuroTel" was established by the Azerbaijan Ministry of Communication and British Company "LUKoil-Europe Ltd." in 1995 in Baku.

Currently "AzEuroTel" is an operator of the most modern digital Exchange 492/497/437, providing all telecommunication services at international level.

In June 1998 AzEuroTel JV was admitted to the "Regional Communication Commonwealth" (RCC).

In September 1998 AzEuroTel JV was admitted to the "International Telecommunication Union" (ITU).

In March 1998 at the "European Club of Trade Leaders" session held in Geneva the prize "For The Best Trade Name" was awarded to "AzEuroTel".

In July 1998 in New York USA the prize "10-th Golden America" was awarded to AzEuroTel JV for the best qulaity.

In April 2000 at the "European Club of Trade Leaders" session held in Madrid (Spain) the prize "For The Best Trade Name" was secondly awarded to "AzEuroTel".

13. The place of work realization: Azerbaijan Republic, Baku city.

14. The term of work realization: within 18 months after the Contract comes into force.

15. Preference parameters: correspondence of Proposals to the Tender Conditions, technical equipment parameters, universality of stations and their possession of modern telecommunication services, quality and reliability of management systems, Applicant's experience in the given sphere and his activity as a manufacturer, termination of works by minimum periods, profitable financial proposal, training of local experts and their maximum usage.
