The Economic Court of Azerbaijan Republic has considered an appeal be the Ministry of Telecommunications in the wake of the court-rule of August 20, 1999, which obliged the Ministry to issue «AzEuroTel» JV a license for provision of international communication services.

The Economic Court has regarded the arguments by the Ministry of Telecommunications as incompetent and maintained the first instance court's decision in effect. According to the new rule, the Ministry of Telecommunications must issue «AzEuroTel» JV the lisense within 3 days, which means the appearance of the second international communications operator after «Aztelecom» (national operator).
